One million hectares of agricultural land have already been sold in Ukraine

Over the 4 years and 8 months of the functioning of the land market in Ukraine, at the beginning of March, the number of agricultural land sold crossed the symbolic mark of 1 million hectares, the State Service for Geodesy, Cartography and Cadastre reported.


Since July 2021, when the sale of land was allowed in Ukraine, the average price per hectare has increased in hryvnia equivalent by 96%, and at the beginning of 2026 was 64,600 UAH/ha or $1,501/ha.

 

Fears that the opening of the agricultural land market would lead to their sale were not justified, as 1 million hectares constitutes 3% of the total area of agricultural land and only 5.8% of the land previously subject to a sales moratorium.

 

It should be noted that the land market has been operating almost the entire time under conditions of aggression against Ukraine, otherwise sales volumes could have been much better. However, even in the current difficult situation, it continues to gradually develop.

 

During the period of the market's operation, 334 thousand agreements for the purchase and sale of agricultural plots were concluded, in particular:

  • In Sumy region – 32,396 transactions,
  • Poltava – 31478,
  • Vinnytsia – 27970,
  • Volyn – 1307,
  • Rivne – 1352,
  • Zaporizhia – 2479.

 

We remind you that the moratorium on the sale of agricultural land was abolished by the Law "On Amendments to Certain Legislative Acts of Ukraine Regarding the Conditions for the Circulation of Agricultural Land", which was adopted by the Verkhovna Rada on March 31, 2020 and entered into force on July 1, 2021.

 

At the first stage of the land reform, which lasted from July 1, 2021 to January 1, 2024, only citizens of Ukraine had the right to purchase land (no more than 100 hectares in one hand).

 

In the second stage (after 01.01.2024), legal entities created by citizens of Ukraine were allowed to buy land, but no more than 10 thousand hectares in one hand. As of May 2025, only one company had approached this limit - Zemelny Kray LLC, owned by Tetyana Verevskaya, wife of Kernel owner Andriy Verevsky.


Currently, foreigners in Ukraine are prohibited from purchasing shares in the authorized capital, stocks, shares, membership in legal entities (except for the authorized capital of banks) that are owners of agricultural land. However, a decision to abolish these restrictions may be made by citizens of Ukraine during a referendum. But in any case, Russian companies and offshore companies will be prohibited from purchasing land in Ukraine.
