On June 3, the Verkhovna Rada adopted draft law No. 3742 by 280 votes, which amends the current legislation on dimensional and weight control and strengthens responsibility for violations of dimensional and weight standards.

 

The new law provides for automatic recording of violations of dimensional and weight standards using WIM complexes, which will help stop the destruction of roads, bring the road transportation market out of the shadows and increase budget contributions. Increased control on roads will contribute to the development of rail and river transportation, which is much more environmentally friendly.

 

The law allows you to record violations related to the lack of permits when agreeing on the conditions and modes of transportation in case of exceeding the current weight or size restrictions, or a document on payment for travel for cars with larger dimensions or weight than the norm, including in automatic mode. For exceeding the current norms in the range of 5-30%, a fine of 8.5-51 thousand UAH is provided.

 

The central executive authority is given the authority to ensure the requirements of the state policy on Land Transport Safety regarding the recovery in court of payment for road travel of vehicles and other self-propelled vehicles with overtime dimensions or weight, as well as to obtain information from state electronic resources, in particular from the TTN register.

 

Road Carriers and their authorized persons, business entities that provide motor transport services are allowed to record the process of conducting scheduled, unscheduled and raid inspections by means of photo and video recording, without interfering with their implementation. The procedure for carrying out dimensional and weight control and raid inspections is determined by the Cabinet of Ministers of Ukraine.
