The agrarian Committee of the Verkhovna Rada demands to revise the provision on the reimbursement of VAT on export of oil

Representatives of Committee on questions of agrarian policy in BP insist on the immediate consideration of bill to Parliament on the resumption of VAT refunds in the export of oilseeds. The statement was signed by over 20 members.

the Committee believes that this issue should be considered by the Committee on taxation and customs policy and necessarily included in the agenda of session on 21 December.

the members of the Committee noted that the amendment to the Tax code violates article 116 of the VR regulations, according to which proposals and changes to the bill, which is considered in the second reading, can be brought only in the text of the bill (or part thereof), passed by the Parliament. While adopted in the first reading the draft law did not provide for changes in the transitional provisions of the Tax code, which abolished the VAT refund on exports of oilseeds.

MPs claim that the government did not analyze the effects of the abolition of VAT refunds and does not pledge the income of the budget of the 2018, which was adopted by the Parliament.

representatives of the agricultural Committee noted that the abolition of the VAT refund will lead to a drop in purchase prices for oilseeds, which now account for 58.9 per cent of the total acreage in Ukraine.

in addition, this decision is a violation of the commitments assumed by Ukraine when joining the WTO and signing of the Association Agreement with the EU.
