From August 1, 2023, the use of an electronic waybill will become mandatory

The issue of introducing an electronic waybill (e-TTN) was discussed at a meeting of officials from the Ministry of Infrastructure, the Ministry of Digital Transformation, USAID / UK aid project "Transparency and Accountability in Public Administration and Services / TAPAS" with more than 500 representatives of business associations, NGOs. The business was also familiarized with the current state of implementation of the e-TTN project and the actions necessary for the introduction of the new document were discussed.

Testing of e-TTN will begin on February 1, so businesses will have enough time to adapt to the new rules and adjust business processes by August 1. For this, companies need to sign a contract with one of the EDO providers that have joined the project.

The introduction of e-TTN will make the freight transport market transparent, reduce the level of corruption and costs compared to paper TTNs, and will also be the first step towards the introduction of international e-CMR documents.

Deputy Minister of Infrastructure M. Nayem said that "the new service will be convenient for all participants - the state, which will get rid of paper documents in the field of freight transportation, and businesses, which will receive a new speed of document circulation and mutual settlements."

The sender, the carrier and the recipient will be able to work with the document at the same time, which will speed up the calculations.

Work on e-TTN began back in 2019, and a significant part of the tasks was completed by 2022. The military invasion of the Russian Federation did not stop the work, although it slowed down the process.

The implementation of the e-TTN system is carried out by the Ministry of Development of Communities, Territories and Infrastructure of Ukraine with the support of the Ministry of Digital Transformation and the USAID / UK aid project "Transparency and Accountability in Public Administration and Services / TAPAS" and with the participation of the NGO "Institute of Analytics and Advocacy", which is under During the implementation of the project, the administrator of the e-TTN system will act.

We would like to remind you that the development of the e-TTN system was completed at the end of 2022. Three EDO provider companies (EDIN, PTAH and AgriChain) have already passed testing of the system. The first two successfully completed it, and AgriChain received recommendations to improve its software.
