For 3 years now, the Russian Federation has been engaged in a full-scale invasion of Ukraine, destroying hundreds of cities and villages and killing hundreds of thousands of people. However, thanks to the unity of Ukrainians, the Armed Forces of Ukraine managed to hold off the offensive and even push back Russian troops from the main regional centers.

 

According to the UN, 12,456 civilians have been killed in the war, but this figure does not include those killed in the occupied territories, which could exceed 100,000, especially given the massive casualties in Mariupol during the bombing of the city. At the same time, Ukraine's population has decreased by 25% or 10 million people since 2022 due to citizens leaving the country, most of whom will never return.

 

President Zelenskyy reported that the Armed Forces of Ukraine lost 45,100 people killed, and the number of wounded is 390,000 cases, which exceeds the number of wounded people, since one person could have received several wounds.

 

Despite the loss of 10 GW of electricity generation due to missile attacks, Ukraine's economy continues to operate thanks to the active assistance of Western partners, who, according to the Kiel Institute for the World Economy of Germany, have allocated about 267 billion euros to Ukraine over the past 3 years. Of this, 49% or €130 billion went to military assistance, 44% or €118 billion to financial assistance, and 7% or €19 billion to humanitarian support.

 

The largest amount of assistance to Ukraine was provided by Europe, which allocated €62 billion in military and €70 billion in financial and humanitarian assistance, while the US provided €64 billion in military and €50 billion in financial and humanitarian assistance.

 

The Ukrainian hryvnia exchange rate against the dollar has increased by 46% to 41.61/41.64 UAH/$ in three years. During February 17-21, 2025, the NBU sold $1.191 billion on the interbank market, which was twice as much as the previous week's sales ($576 million) and became the largest sale this year. In total, in 2024, the NBU sold $32.8 billion on the interbank market, and in 2025, $5.7 billion.

 

According to the Ministry of Finance, the state budget revenues of Ukraine in January 2025 amounted to UAH 282.8 billion, including in particular to the general fund - UAH 128.2 billion, which is 83.4% and 10.5% higher than the indicators of January 2024, respectively. At the same time, state budget expenditures grew even more - by 108.4% to UAH 352.9 billion, including to the general fund - by 42.7% to UAH 213.3 billion.

 

Budget revenues from VAT on goods produced in Ukraine increased in January compared to last year from UAH 35.1 to UAH 37.5 billion, and VAT refunds increased from UAH 9.8 to UAH 15.5 billion. Import VAT brought another UAH 36.6 billion to the budget (in January 2024 - UAH 37 billion), corporate income tax - UAH 2.3 billion (UAH 2 billion), personal income tax and military levy - UAH 24.1 billion (UAH 13 billion), mineral rent - UAH 2 billion (UAH 3 billion), excise tax - UAH 15.9 billion (UAH 12.2 billion), import and export duties - UAH 4.2 billion (UAH 4.6 billion), and the Social Security Contribution to the Pension Fund and Social Insurance Funds - UAH 46.1 billion (UAH 34.2 billion).

 

The State Tax Service exceeded the monthly revenue schedule by 14.8% or UAH 9.8 billion, and the State Customs Service by 0.8% or UAH 0.4 billion.

 

The state budget for 2025 was approved with revenues of UAH 2 trillion 327.1 billion, including UAH 2 trillion 133.3 billion of the general fund (excluding grants and international assistance), and expenditures of UAH 3 trillion 929.1 billion, including UAH 3 trillion 591.6 billion of the general fund.

 

According to the Ministry of Finance's operational data, in 2024 the state budget received UAH 3 trillion 120.5 billion in revenues, which exceeded the state budget figure for 2023 by UAH 448 billion or 16.8%. Revenues to the general fund increased by 30.9% or UAH 513.9 billion - to UAH 2 trillion 177 billion, in particular international financial assistance in the form of grants - from UAH 433.9 billion in 2023 to UAH 453.6 billion in 2024.

 

State budget expenditures in 2024 increased compared to 2023 by 11.6% or UAH 464.5 billion to UAH 4 trillion 479.3 billion, in particular, under the general fund - by 15% or UAH 454.5 billion - to UAH 3 trillion 488.8 billion.
