Free trade between Ukraine and Turkey came into effect on October 1
The Free Trade Agreement between Ukraine and Turkey, concluded on February 3, 2022 and ratified by the Law of Ukraine No. 4932-IX of July 14, 2026, entered into force on October 1, 2026. The State Customs Service of Ukraine reported this.
The agreement applies to goods of groups 01–97 of the Harmonized System of Ukrainian or Turkish origin. Depending on the tariff schedules, they are subject to the elimination of customs duties, the application of reduced rates or tariff quotas.
At the same time, tariff preferences for the two countries will start to apply at different dates. For Ukrainian exports to Turkey, they will apply from October 1, 2026, while for imports of Turkish goods to Ukraine, they will start to apply from January 1, 2027.
When exporting Ukrainian goods to Turkey, tariff preference codes "429" - elimination of export duty and "430" - tariff quota for exports will be applied.
For goods of Turkish origin when imported into Ukraine from January 1, 2027, the code "429" will mean the abolition or reduction of customs duties, and "430" - the application of a tariff quota for imports.
To obtain tariff preferences, it is necessary to confirm the origin of the goods. Such evidence can be a EUR.1 movement certificate or a declaration of origin.
The introduction of free trade should simplify access for Ukrainian goods to the Turkish market and reduce customs costs for exporters, in particular for products for which the Agreement provides for preferential rates or tariff quotas.
