The updated Import Control System has begun operating in the EU

From April 1, 2025, the updated Import Control System (ICS2) came into effect in the European Union, which obliges rail and road carriers to provide more detailed information about the goods being transported by submitting a full import customs declaration (Entry Summary Declaration, ENS). This was reported by the Federation of Employers of Ukraine.

 

"Please note that the requirements of ICS2 also apply to postal and express carriers, as well as other stakeholders, including logistics service providers. In certain cases, final consignees registered in the EU will also be required to submit an ENS declaration to ICS2. Similar requirements for security and data security already apply to air, sea and inland waterway transport of goods," the FRU noted.

 

To comply with ICS2, all companies must ensure that “they collect accurate and complete data from their customers, and have appropriate contractual agreements in place.” They must also verify software readiness as soon as possible and ensure that it has successfully passed the mandatory compliance testing of its systems in order to begin ICS2 registration.

 

"To familiarize yourself with and prepare for new changes, the EU Delegation to Ukraine has prepared instructions that contain all the explanations and a step-by-step algorithm for preparing for innovations," the FRU reports.
