The Government of Ukraine has approved the list of agricultural products, the export and import of which is subject to licensing and quotas in 2026
The Government of Ukraine, by Resolution No. 1795 of December 31, 2025, extended until 2026 the licensing of exports of certain types of agricultural products (grains and oilseeds) to the Republic of Bulgaria, Romania, the Slovak Republic, Hungary, and the Republic of Poland.
Annex 4 to this resolution contains a list of goods (agricultural products) whose export is subject to licensing during the next year, which, in particular, include:
- wheat and a mixture of wheat and rye (meslin) (UKT FEA code 1001 99 00 00),
- corn (1005 90 00 00),
- rape or colza seeds, whether or not broken: rape or colza seeds with low erucic acid content (1205 10 90 00 and 1205 90 00),
- sunflower seeds, whether or not broken (1206 00 91 00 and 1206 00 99 00).
As noted in the appendix, the issuance of licenses for the export of the specified goods is carried out in accordance with the procedure established by the Ministry of Economy of Ukraine, after bilateral consultations with partners who have expressed their willingness to consult, within 15 days from the date of receipt of the application for licenses for the export of such goods by the ministry.
"For the Republic of Bulgaria, as an exception, an automatic regime of licensing the export of goods under codes according to the Ukrainian Classification of Economic Activities 1206 00 91 00, 1206 00 99 00 applies, which applies to entities engaged in foreign economic activity and is carried out in accordance with the procedure established by the Ministry of Economy," the text of the document states.
Also, Annex 5 of the said resolution establishes a licensing and quota regime for sugar exports to EU countries. The size of the export quota for 2026 is 100 thousand tons.
