The Government of Ukraine is intensifying the fight against the export of grain without the return of foreign exchange earnings, for which it is accelerating the introduction of the electronic goods and transport invoice e-TTN, which will allow tracking the movement of grain from farms to ports. Although the main reason for the functioning of the grain "black market" is the presence of two dollar rates with a difference of 15%: the official one at the level of UAH 36.6/$ and the market one at the level of UAH 42/$, due to which cash sales become more profitable than non-cash ones.

 

Therefore, representatives of the Ministry of Infrastructure of Ukraine and project partners are resuming work on the implementation of the electronic goods and transport invoice e-TTN, which was suspended due to the war.

 

The introduction of the document will make the transportation process transparent and simplify the interaction of the consignor, carrier and consignee, and they will be able to monitor all operations in real time.

 

During the war, fast and efficient logistics are the key to the stable operation of the economy and support of the state's defense capability, and the introduction of e-TTN will not only speed up transportation, but also save business money. The project is part of the Ministry of Infrastructure's comprehensive strategy for digitization of the transport industry, which will significantly challenge the interaction of the state and business and reduce corruption risks.

 

According to the survey of representatives of 160 Ukrainian companies conducted by the Ministry of Infrastructure, approximately 84% of them are ready to join e-TTN testing in the III-IV quarter of 2022.

 

In Russia, on September 1, the state federal information system for tracking grain and its processing products (FDIS-Zerno), which contains a database of legal entities and electronic documents related to the cultivation and supply of grain with control of the quantity and quality of grain and its processing products, became operational. It will further strengthen state control over the grain market.
