The government extended the effect of the reducing coefficient of 0.714 for the export of agricultural products
On September 30, 2026, the Cabinet of Ministers adopted Resolution No. 1192, which continued the application of the reducing coefficient of 0.714 when determining the minimum allowable export prices for certain types of agricultural products in October-December.
Corresponding changes have been made to paragraph 5¹ of the Procedure, approved by Cabinet Resolution No. 944 of August 20, 2024. Previously, the coefficient of 0.714 was applied for August 2026, and now its effect has also been extended to October–December.
The coefficient of 0.714 is applied specifically to the basic estimate of the minimum allowable export price, i.e. it allows for taking into account significant deterioration in logistics and real market prices.
The mechanism applies to wheat, rye, barley, oats, corn, soybeans, rapeseed, sunflower seeds, as well as sunflower, soybean and rapeseed oils and certain processed products.
The need for changes is due to a significant increase in the cost of logistics due to the blockade of sea transportation and shelling of port infrastructure. Against this background, domestic purchase prices for food wheat decreased by 16%, feed wheat by 17%, corn by 8%, barley by 14%, and rapeseed by 5%.
At the same time, the pace of exports has sharply decreased. Average daily shipments over the past week amounted to only 48 thousand tons, compared to approximately 144 thousand tons per day in the first half of the month, i.e., decreased by about three times.
Under such conditions, previously calculated minimum export prices ceased to correspond to the actual cost of products, taking into account new logistics, and limited the possibility of concluding some export contracts.
Applying a coefficient of 0.714 to the base estimate should bring the minimum allowable export prices closer to the real market situation and support supplies of Ukrainian agricultural products to foreign markets.
The resolution shall enter into force on the date of its publication.
