If previously only wheat, corn, rape and sunflower seeds were subject to licensing, now barley, a mixture of wheat and rye (meslin), oats, soybeans, as well as sunflower, soybean and rapeseed oils and cake are included in the list.

 

 

The document stipulates that applications for obtaining licenses for the export of the goods listed in the decree will be considered in accordance with the procedure established by the Ministry of Economy, provided that the applicant-exporter additionally provides a valid VAT payer's certificate and a certificate of opening a bank account by a non-resident (buyer of goods).

 

For companies included in the list of verified exporters, the export licensing regime does not apply. The specified list is formed by the Ministry of Agrarian Policy in accordance with the procedure for the implementation of the experimental project on the verification of subjects of the agro-industrial complex under martial law established by the CMU Resolution No. 1132.

 

The term of issuing licenses for the export of the specified goods should not exceed 10 working days from the date of receipt of the relevant application by the Ministry of Economy. Applications for obtaining licenses for the export of the specified goods to Bulgaria, Romania, Slovakia, Hungary and Poland will be considered within 30 days in accordance with the procedure established by the Ministry of Economy. Such licenses will be issued on the basis of approvals given by the Ministry of Agriculture after bilateral consultations with partners within 15 days from the date of receipt from the Ministry of Economy of the application for the issuance of a license for the export of the specified goods without the involvement of the exporter in the order of interdepartmental information exchange.

 

The resolution enters into force 10 days after its publication.
