Turkey to introduce quotas for duty-free imports of sunflower seeds and oil in 2027

The Turkish authorities have decided to introduce tariff quotas for the import of sunflower seeds and unrefined oil, which will ensure stable supplies of oil to the domestic market and preferential conditions for the import of raw materials for processing.

 

To this end, from January 11 to May 31, 2027, the government is introducing a quota for the import of 1.25 million tons of sunflower seeds or an equivalent volume of 500 thousand tons of crude sunflower oil, for which the import duty is 20%.

 

The right to use the quota will be granted to those enterprises that purchase locally produced sunflower from July 1 to November 30, 2026, which will support local agricultural producers and at the same time provide processors with imported raw materials.

 

To import products under the quota, enterprises will need to obtain a license from the Turkish Ministry of Trade, which cannot be transferred to third parties. The procedure for distributing the quota will be determined by the regulatory documents of the agency.

Turkey's introduction of a duty-free quota will support demand for sunflower, especially Black Sea production, which will contribute to increasing supplies of Ukrainian sunflower oil to the Turkish market in the first half of 2027.
