Turkey has submitted a draft memorandum on shipping safety in the Black Sea to Ukraine and the Russian Federation

Turkey has submitted to Ukraine and the Russian Federation a draft agreement on the safety of navigation in the Black Sea, in particular on the cessation of attacks on civilian vessels in a 4-5 mile stretch where ships move through international waters after leaving the territorial waters of Ukraine.

This part of the route is the most vulnerable and risky, so Turkey proposes to create a kind of analogue of the "grain corridor", which was organized in 2022 through the mediation of the UN and Turkey to ensure the passage of ships from Ukrainian deep-water ports through the Black Sea.

After the Russian Federation withdrew from the agreement in 2023, Ukraine created a maritime corridor along the coasts of Romania and Bulgaria for the movement of ships.

Turkey is stepping up diplomatic efforts amid an increase in attacks in the Black Sea, where at least 25 civilian vessels belonging to Turkey have been attacked since late June.
