President Signed Laws to Combat "Black" Grain

On June 18, President Volodymyr Zelensky signed laws No. 10168-2 and No. 10169-2 aimed at combating "black" grain and the non-return of foreign exchange earnings, as reported on the parliament's website.
Law No. 10168-2 entails the abolition of the export security regime for foreign economic operations involving the export of goods and the introduction of restrictions on such operations:
- Offsetting counterclaims.
- Using resident accounts opened abroad to receive funds from non-residents.
- Utilizing other forms of financial settlements with non-residents that do not involve the movement of funds from abroad to resident accounts in Ukraine.
Additionally, the law proposes to clarify the requirements for the details of tax invoices and the peculiarities of registering tax invoices and adjustment calculations.
Law No. 10169 obliges exporters to include information about the details of the relevant tax invoice in the customs declaration. Furthermore, it grants the Ministry of Agrarian Policy the authority to set minimum export prices for grain and oil.
