New trade regime with the EU starts on October 29

Ukraine and the European Union have agreed to abolish part of tariffs and expand quotas for the export of agricultural products, Deputy Prime Minister for European and Euro-Atlantic Integration Taras Kachka announced on his Facebook page.

 

Decision of the Association Committee in Trade Configuration No. 3/2025, adopted on October 14, 2025, will enter into force on October 29, so Ukrainian exporters will be able to take advantage of the new trade regime already this year.

 

Market access for the most sensitive products, such as sugar, poultry, eggs, wheat, maize and honey, will remain limited and gradual. Full liberalisation will only be considered for some non-sensitive products, such as milk and dairy products, the EU Council said.

 

According to the said Decision, export quotas for Ukrainian products will increase as follows:

  • honey - by 483% from 6 thousand tons to 35 thousand tons;
  • sugar - by 400% from 20 thousand tons to 100 thousand tons;
  • skimmed milk powder - by 208% from 5 thousand tons to 15.4 thousand tons;
  • eggs - by 200% from 6 thousand tons to 18 thousand tons;
  • poultry meat - by 33% from 90 thousand tons to 120 thousand tons;
  • bran and its residues - by 405% from 21 thousand tons to 85 thousand tons;
  • barley groats and meal — by 423% from 7.8 thousand tons to 33.2 thousand tons;
  • corn - from 0.65 to 1 million tons,
  • wheat - from 1 to 1.3 million tons.

Flour has been placed in a separate category, and Ukraine will be able to supply up to 30 thousand tons of wheat flour, which corresponds to record volumes during the ATM period.

 

Ukraine, for its part, will increase the volume of quotas for European goods, in particular for pork (from 20 thousand tons to 45 thousand tons), poultry meat (from 20 thousand tons to 120 thousand tons) and sugar (from 40 thousand tons to 100 thousand tons), which will contribute to the deepening of mutual trade relations.

 

The document is bilateral and indefinite, and the next review of the conditions for access of Ukrainian goods to the EU market is scheduled for 2028. The signature on the Ukrainian side was made by Oleksandra Nechyporenko, Secretary of the Ukraine-EU Association Committee in Trade. The decision is based on the agreements reached on June 30, 2025 between Ukraine and the European Commission within the framework of the review of the Deep and Comprehensive Free Trade Agreement (DCFTA).

 

This decision opens up new opportunities for Ukrainian farmers and exporters, strengthens economic cooperation with the EU, and contributes to Ukraine's further integration into the European market.

 

Recall that the Association Agreement between the EU and Ukraine was signed in 2014 and entered into force on September 1, 2017. After the full-scale invasion of Ukraine by the Russian Federation, the EU provided Ukraine with trade facilitation and exceptional instruments of high unilateral liberalization in the form of autonomous trade measures (ATMs), which were extended in 2023 and 2024 and expired on June 6, 2025.
