Customs explained the procedure for payment and exemption from export duty on soybeans and rapeseed

The State Customs Service of Ukraine has published an official letter with explanations regarding the application of export duties on soybean and rapeseed seeds, which came into force on September 4, 2025. Recall that Law No. 4536-IX set the duty rate at 10% of the customs value of the goods for soybeans (code 1201) and rapeseed or colza seeds (code 1205).

 

At the same time, the document provides for exemption from customs duties for agricultural producers who export their own grown products, as well as agricultural cooperatives that sell seeds grown by their members. To confirm the origin of the products, such exporters must obtain an expert opinion from the Chamber of Commerce and Industry of Ukraine or the regional CCI, which is recognized by customs authorities as an official document for granting the benefit.

 

As noted by the customs service, Cabinet of Ministers Resolution No. 1256 of October 3, 2025 (which entered into force on October 5) defines a detailed procedure for confirming the cultivation of oilseed crops, so producers can use the mechanism of exemption from paying export duty.

 

The letter also explains in detail the procedure for customs clearance of exports and the list of documents that must be submitted. Among the requirements are payment of customs duties, implementation of non-tariff regulation measures, and submission of permits in case of re-export.
