The Ministry of Economy of Ukraine changes the conditions for the export of soybeans and rapeseed
The Ministry of Economy, Environment and Agriculture of Ukraine has prepared a resolution that regulates the issue of carryover residues, as well as changes the process of monitoring the origin of soybeans and rapeseed during export, making it more transparent and predictable. It also provides for the exchange of information with the State Agrarian Register and verification of data specified in the conclusions of the Chamber of Commerce and Industry of Ukraine.
The issue of carryover stocks has also been resolved. The 2025/26 MY harvest will not be taken into account when determining the volumes of soybean and rapeseed exports exempt from export duty in 2026/27 MY.
However, rapeseed residues must be exported by June 30, 2026, and soybeans by August 31, 2026, while there are no sales deadlines on the domestic market. Starting from the 2027/28 MY, residues from previous periods will be automatically calculated by the DAR system.
To confirm the right to duty-free export of products, agricultural producers must undergo verification in the State Agrarian Register. The procedure will take place automatically after submitting an application. The deadlines for submitting applications for rapeseed are from July 1, 2026 to April 1, 2027, for soybeans - from September 1, 2026 to June 1, 2027.
The main innovation is the two-stage entry of yield data. First, the producer can indicate the planned indicators, and later provide actual data. At each stage, the yield indicator can be indicated only once. At the same time, the maximum yield for rapeseed is set at 5 t/ha, for soybeans - 3.5 t/ha.
This approach will make monitoring more flexible, but at the same time transparent and controllable, understandable for market participants, which will avoid misunderstandings when exporting agricultural products.
The draft resolution has been sent to the central executive authorities and remains open for discussion.
Recall that on December 3, 2025, the government adopted Resolution No. 1570, which establishes a mechanism for monitoring the export of soybeans and rapeseed.
According to the new procedure, the Ministry of Economy will check the compliance of the volumes of exported products with the DAR data on the volumes of grown products in its monthly monitoring. In case of discrepancy between the volumes declared for export and the actually grown volumes, the TPPU is obliged to cancel the expert opinions.
Such steps will ensure that only those exporters who have truly grown their own products will be exempt from paying export duties.
