The Ministry of Economy has clarified the procedure for confirming the right of farmers to export soybeans and rapeseed duty-free

The Ministry of Economy is changing the procedure for agricultural producers to confirm their right to duty-free export of soybeans and rapeseed through the State Agrarian Register (DAR).

 

The new mechanism will eliminate unnecessary bureaucratic procedures and simplify the verification process for farmers. In particular, they will no longer have to obtain opinions from the Chamber of Commerce and Industry for duty-free exports of their own products.

 

To obtain the status of a verified agricultural producer, the producer must register with DAR and provide information on the area of soybean and rapeseed crops, as well as data on the forecasted or actual harvest. After that, the system will automatically check the applicant's compliance with the requirements established by law.

 

Farmers and cooperatives registered as VAT payers that own or use agricultural land may be exempted from export duties. An additional condition for cooperatives is the presence of at least five DAR registered and verified members.

 

Soybeans and rapeseed grown in the current season are allowed to be exported duty-free, and starting from the 2026/27 MY, the system will take into account the remains of the previous season's harvest.

 

To avoid abuse, the maximum yield for rapeseed is set at 5 t/ha, for soybeans at 3.5 t/ha, and yield data can only be changed once.

 

The Ministry of Economy advises agricultural producers to register with DAR in advance, as it will take some time to work out the processes after the system is launched. Rapeseed exporters, for whom the new rules will come into effect from July 1, should especially hurry.
