The relevant Resolution No. 87 dated 26.01.24 was adopted by the Cabinet of Ministers to prevent abuses during export and to improve the rules for the export of certain types of agricultural products. According to it, "the basis for excluding an agro-industrial complex subject from the list of verified agro-industrial complex subjects will also be information obtained by means of electronic document management from Romania, Bulgaria, Slovakia, Hungary and Poland on the declaration to the customs regime of the import of goods with UCT codes ZED 1001 99 00 00, 1005 90 00 00, 1205 10 90 00, 1205 90 00, 1206 00 91 00, 1206 00 99 00 without available confirmation based on the results of bilateral consultations with partners from these countries in accordance with the requirements specified in Appendix No. 4 to the Resolution of the CMU No. 1402 dated 12.27.23 "On approval of the list of goods whose export and import are subject to licensing, and quotas for 2024." In addition, an exporter excluded from the list of verified agro-industrial complex entities will be able to re-submit an application for inclusion in the list no earlier than 6 months after exclusion."

We will remind that in order to prepare for the introduction of new grain export rules, on October 31, the Cabinet of Ministers published Resolution No. 1132, which regulates the formation of a list of verified agro-industrial complex entities, that is, determines which enterprises will be able to export according to the new rules and receive VAT refunds.
