Farmers will be able to confirm the origin of rapeseed and soybeans through DAR, and they will be reimbursed for the duties paid

By the end of next week, Ukraine should have a mechanism in place that will allow farmers to confirm the origin of agricultural products (namely rapeseed and soybeans), which will exempt them from paying a 10% duty on the export of these crops. This was stated by Deputy Minister of Economy, Environment and Agriculture Denys Bashlyk during Forbes Agro, a Latifundist.com correspondent reports.

 

"We plan to do this through the state agricultural register to automate the process as much as possible, speed it up, and eliminate the need for a million certificates. We will take the information that the state already has, include it in the list of verified producers, and transfer it to customs," he said.

 

According to Bashlyk, the mechanism will appear approximately at the end of next week. The technical part is already being prepared, the software is almost 90% ready.

 

"At the same time, I want to say about the question that worries everyone: will the duties already paid by manufacturers be refunded? Amendments to the law on the budget are being prepared, which will allow the refund of payments already paid. Therefore, we are waiting for the relevant decision of the Verkhovna Rada and the Cabinet of Ministers of Ukraine," Bashlyk added.

 

We will remind that after the president signed the law with the "soybean-rape" amendments, they came into force on September 4, and on September 7 it became known that the export of rapeseed from Ukraine had completely stopped. A significant part of traders, expecting the introduction of export duties, had been buying rapeseed exclusively from producers since August. However, on September 4, the customs canceled all previous customs declarations, including from producers who were supposed to be exempt from paying duties.

 

Importers of Ukrainian soybeans refuse to conclude new agreements until a transparent and stable export procedure is introduced.

 

Due to the introduction of duties on the export of soybeans and rapeseed, UKRPROMINVEST-AGRO has already lost $1.3 million.

 

On September 19, MP Yaroslav Zheleznyak submitted to the Verkhovna Rada a bill to abolish the duty on the export of soybeans and rapeseed.
