Ukrzaliznytsia has banned the transportation of grain in semi-cars with "improper attachment of shelter"

Ukrzaliznytsia has banned the transportation of grain in semi-wagons where the fastening of the protective cover does not meet the requirements of the SMGS. According to the decision No. ЦСМ-14/49 dated 21.03.23, in the regional branches of JSC "Ukrzaliznytsia" it is forbidden to use technical documentation that provides for the attachment of a protective cover on the outside of the car, as this violates traffic safety and leads to spoilage or loss of grain during transportation. Approval and registration of such technical documentation is also prohibited.

In response to numerous appeals from shippers, Ukrzaliznytsia allowed the transportation of grain in semi-cars from January 1, 2023, and in January-February transported more than 5,300 semi-cars of grain. "For such transportation, the senders used wagon liners of the unfastened type, protective coverings of the surface of the cargo (with binding metal rings, ties, etc.), which prevented the ingress of moisture and damage to the cargo. At the same time, the senders violated the requirements of Chapters 1, 14 of Appendix 3 to the SMGS "Technical conditions for placement and fastening of cargoes" in the part of inappropriate fastening of the protective cover of the surface of the cargo with single-use ties not to the upper (external) tying devices located outside the upper tie. of the tie bar of the semi-wagon body (Fig. 15, Chapter 1 of Appendix 3 to the SMGS), which threatens traffic safety and leads to cargo damage. In addition, there are known cases of the covering material being torn off and falling onto the undercarriage of the rolling stock," the document states.

During 2023, commercial malfunctions had to be eliminated in 637 semi-wagons during grain transportation. Delays of these wagons during transportation increase operating costs and terms of cargo delivery in conditions of shortage of rolling stock and traction, disrupt traffic schedules.

Therefore, Ukrzaliznytsia decided to ban the transportation of grain in semi-cars with "improper attachment of shelter".
